It means don't believe what others may say , in order to get their needs done ! it could work for a child to encouage him/her to do the wanted action /duty .
for instance (well, it is not a good one) :
X: Gosh , you're so thin and skinny you really need to gain some weight !!
Y: Oh , do you really think so ?
and poor 'y' , she doesn't need to gain more weight . some people mean to do it cuz of jelousy !

Yeah , but this is kinda different.. you may call it as a type of lip-service I have my friend at work she keep saying unreal good stuff for the boss and boss feels how important he is ...she made him believe something about himself but doesn't apply to his character !in this case " la 3qla la " = shallow + close minded
